What's the protocol for posting free stuff?

I'd like to post something that's useful and actually free. What's the best way to do it? I don't want to break any rules. I see posts starting with [GET] etc. - is there a FAQ on this post tagging system that I've missed?

it has to be useful and can't be in the restricted section.

First of all, you need around 50 post points before you can
post links. You currently have only 1 post point. Therefore,
you are not yet qualified to share in the Downloads section.

Participate more in the sections where you are credited with
a post point for each post. Then you will soon be qualified.
