Nowadays, installing WP and a theme takes about 5-10 minutes. The customisation and optimisation process could take more time depending on the size of the website content. I could complete a 5-page brochure website within an hour providing all the content is provided.

Well it depends .For experienced people can be done very fast but for beginners it will take some time as you need to learn a lot of things also it depends on the complexity of the site

There are website builders like wix. But it depends on client requirment, you have to use the platform according to that.

Just use wordpress and modify one theme that suits the requested style. You cant go wrong with wordpress since half of the web uses it. It will take you half a day from style to logo, icon, etc.
