Well a script is a wide term. it can do lots of things from detecting, redirecting, looping, rotating offers, logging data etc etc, so, if you meant a script as a basic cloaking script, I would say a basic script simply detects traffic patterns by predefined set of rules or data like IPs, Headers is can collect (UA, hostname, Referrer value etc) and redirect by the rules you set.
A platform, again, is a wide term. Some platforms are so advanced and good that include a GUI where you can create & edit your campaigns, control your campaigns with a press of a button, upload data, collect data automatically, generate reports, graphs, leads tracking, and tracking as a whole, rotate offers, cloak by specific advanced settings, it can have built-in modules that detect traffic in real time, and many more features one can develop and add which are not related to cloaking only, but to tracking and conversions too.
