In what ways are identica better?

Whether the people you want to follow are on it. That's the #1 reason you'd use one over the other. Related to this -- whether the people you want to follow you are on it. That's also the #1 reason you'd use one over the other . In other words -- the relevant difference is "who".

Twitter offers only one additional language besides English, Japanese. Identi.ca offers a wide range of languages.

And Identi.ca is an open source. It also has Jabber support with both ATOM and FOAF feeds.
