Whats the difference between Ebay/Paypal stealths and non stealth

So I joined for a few days and have found out a lot of methods deal with Paypal and have been seeing the words stealth Paypals and stealth Ebay accounts. I'm still searching the forum to learn more since I'm a complete noob at Im. Yet I was wondering whats the difference are there any certain benefits to having a stealth account than a non stealth? When starting out would it be better to go stealth? Do you recommend buying a stealth or trying to figure out how to make one on your own, I kinda of get lost when reading about stealth accounts like a vcc and proxies and fake information? Hoping to find some good insight on if you should use stealth account or not. Thank you for your time.
