I want to register a bunch of domains for testing purpose. I don't really care how shitty the registrar is. I just want to get the domain for the cheapest price.

    namecheap and namesilo
about Godaddy - if i correct now they use system when you buy 1 year membership and then it's cheap
but also you must mean main thing - it's private whois, how many he cost because when you use many domains for SEO it's exactly what you need
so you must check reg fee + private WHOIS cost

Yeah, for testing namecheap $1 .xyz are good because you can buy in bulk. If you want .com, .org, .net, even if you find cheap deals you can only buy 1 (godaddy) or 2-3 domains at once.

To avail the cheapest rate for your domain you must wait untill any company offers special promotion package. Normally companies offer promotions after a month. Moreover surf briefly different companies time to time it will help you to grab some good domains in cheap rate.
Namecheap, Godaddy and Dynadot are companies which are providing best services in this regard.

Like others have said - Namesilo has the cheapest .com with free whois. The .net and .org are also one of the cheapest there.

With coupons, you can easily get 0.99 domains with godaddy, they have many coupons from as low as 0.99.
