Whats The Best Twitter Program With Proxy Option

Can anyone recommend a good twitter program that has a proxy option to run multiple accounts?

I want to use lets say 100 accounts at time but of course twitter would ban them if using all on the same ip so I want to use proxies.

Is it possible to import all accounts and run a list of proxies on them?
