What's the best link building strategy?

So after reading @WebMinati 's exceptionally insightful thread, I understand I should focus more on homepage links
(which I assumed should be the last priority) for my longterm (new) project.
So I'm gonna dedicate about 300$ a month for homepage links, which is what I can afford right now. What's the best way to spend them?
PBN's/guest posts/niche edits/web2.0s?
Also if anyone can recommend some longterm-reliable services here on BHW I'd appreciate it.

go after well established PBN from reputable providers that offer homepage rental links

also, it would not hurt to get some expensive guest posts from relevant sites.

most folks would not make recommendations. all i can say get services from folks who are active in helping others....
 
Go with pbns from @Hetneo @BlackBDO they take care of the network really well but keep a tab on how many links are you buying for what page. I recommend adding 5 pbn links to the homepage for medium competition niches.

Do a good job at selecting keywords.


And buy guest posts to inner pages (coz these mostly cost more)

Make tools, stats pages, images etc that can be used by journalists once your site starts growing in authority. Check my AMA to get more info about this.

I actually went with yours and MisterF's guest posts and asked for homepage, was that a mistake then, better to go for inner pages with them?
Any good guidelines/resources on selecting good keywords?
