you can use GIMP as a free software to edit the images as it is the only free software available on net and if want to purchase the legal paid software then you can go with adobe photo shop.
I don't know what makes you think you can't use layers in GIMP, but you're totally wrong about that.
You absolutely can use layers in GIMP. In fact you can do just about anything in GIMP that you can do in Photoshop.
I like the photoshop interface myself, but that's mostly because I've used it for so long. If Photoshop wasn't available to me then GIMP would be my next choice.
Definitely GIMP, but as other have mentioned previously there's quite a steep learning curve. I started using it about a year ago and I still have to keep referring back to tutorials to do one thing or the other. Always get there in the end though.
If you have time to spend to learn (I tend to just learn what I need for a specific function) GIMp is all you'll ever need for your graphics work!
