what's the best blogger or using meta tags ?

Hi good morning to all,

Well, new day new trouble again

I use blogger to promote and i see not very good in promotion, so what's the best

1- past time to make pages and work well meta tags

1- title
2- description
3- keywords

2- make blog

and for each messages make a redirection and change with "new meta" best optimisation ? (i know in that case double work)
