What's Going on Here?

I've been running some backlink checks on Majestic this morning and have noticed an increase in this type of site:

I've had a snoop around the web and don't seem to be able to find any information on the software used or the benefit of using the software...

... Can anybody point a brother in the right direction on where to find out more?
