What's causing a red flag in paypal?

I need a fake paypal account to pay people anonymously

I tried opening a paypal account using a legit looking name and address from a vpn and the account got limited. they want a copy of my ID.
I tried residential proxies, same result

I dont know what is raising red flags.

I dont know if I feel comfortable providing a "modified" ID, since paypal is a financial institution that sounds like a crime.
 
Using a VPN for paypal is a big red flag. Never use VPN if you want to use stealth paypal.
 
you can buy a verified PayPal account to use,
or simply buy fake docs within the marketplace here (there are a couple of threads)

If you want a completely clean PayPal anonymously you can buy one in the BHW market, on the other hand, I doubt that with a VPN or even a good residential PayPal proxy will not take your PC on alert.

Maybe using a residential proxy and using a virtual machine can work fine, but I really don't know. Good luck my friend!
 
You can create a new one from a computer cafe so you will not need a VPN.
 
depending on where you live attempting to open a fake paypal account may also constitute a crime
