What's best adsense alternative with referral program?

I have webmaster traffic (site owners who want to monetize their websites) and i'm looking for good adsense alternative with referral program to earn passive income.
I tried popads affiliate program, but i earned pennies. I tried infolinks, propeller ads, earnings were small too.
Can you recommend me good network where it's easy to make money even with smaller websites?

That's the real problem where as you call it alternative is simply non existent at all. Yes, like many other people I see you have tried all possible ways probably before doing that things. There is the issue with that, real alternative was Chitika and Yahoo partner network and that's it.

I don't mean exactly the same monetizing way (contextual ads). I could be any other method - native ads, push notification ads, baners, pay per download, cpa. But it must bring money to its users. When my referrals make money - i make money too

its a pity i did not get approval in adsense so i am find a way
i create a pop under script leads to cpa offer that targets both devices and worldwide

I need ads network, not affiliate program. It must work with all niches sites

There is nobody like adsense. But a lot of networks have Referall programs. Such as Adsterra, Ad-maven, Hiltopads, etc....

A good alternative to Adsense is Digitalpush.org. You have clean push ads and also you can earn 10% from referrals.
