There is a reason why you were blocked. You cannot make any more accounts on your device.

i dont know what is root i got iPhone but i take my sister galaxy for make more accounts.. whats apps?

iPhone:
Restore your phone to a new user.
New User = Phone in new state as when you first bought the phone from the store.
Create your IG accs.
Repeat when you reach your max IG accs creation limits.

Android (I don't own, but read it's possible by rooting)
Root your phone.
Install a patch file.
Create unlimited IG accs.

But when i restore my phone all my info/contacts/photos and apps gone no?

Yes, after you are done with your acc creations, restore to your usual acc.
