Probably Interspire if you are doing this yourself
Though getting someone here to mail for you if you are only going to mail a few times is often a good solution as well

I know of MailChimp, Sendinblue, and Elastic Mail

I use SendGrid. No, it isn't the cheapest, but it offers many things valuable when optimizing for conversions on emails.

If you want self hosted, can try sendblaster or ultramailer. Cheapest SMTP will be Amazon or elastic
