Not necessarily, in simple terms a guest post is when another blog that you don't own posts your content on their site. Usually it's done for link building purposes and not directly advertising a product or service, but it can be used for that too. You can think of it like inviting a guest speaker to speak at your conference or something like that. It's usually a win win situation because you get exposure and the blog gets content and usually payment in exchange.

guest post is an article that you publish on someone else's website in exchange for a link (or 2) back to your site. Guest posting is one of the best backlinks you can get if it's done properly, as your backlinks will be coming from relevant sites (or at least relevant pages, ie your article on other sites which is relevant to the page on your site that you're going to link back to since you are the own who wrote the guest post... in most cases anyway, as sometimes guest post sellers do prefer to write the content themselves as they know their audience and site best) and they'll be in-content (1 of google's favorite type of ranking signals), and - if the administrator of the site where you publish the content allows it, your links will also be d0foll0w and they'll be the only 1-3 links on that page, which ensures that your site gets all of the authority provided by that page...
When done right, guest posting is a win-win for everyone (except for google, of course, but we don't worry about a trillion dollar company anyway) because the buyer gets quality backlinks and traffic while the seller (of the guest post) gets fresh content and money (yes, buyers almost always have to pay for their content to be published on someone else's website, but that's fair and square because it's a win-win for everyone)...
But in 99.99% of the cases you treat guest posts as valuable link and traffic sources to boost your own pages / site's rankings while building up your site's authority, so you don't waste this valuable opportunity to link back to your products which - most of the time - don't even rank in google. Much better to link back to content pages / homepage / category pages, or even to your social profiles if you want. I've seen guest posts linking to social profiles, so I guess there is some value in that if you're a big social media influencer or something...

one more question, what kind of websites host guest posts? and does the seller have to be the owner of site with the guest post?

any site can sell guest posts, but you obviously want quality and - when it comes to guest posting - quality (among other things) means that the website doesn't sell guest posts with each article that they publish.
If they do this, google considers this a link farm (site created with the purpose of selling links) and they always deindex the site (and oftentimes the sites that this site is linking to, as well) if they catch it.
When you do guest posting outreach you want to publish your guest posts on legit sites (ie sites that only sell guest posts once in a while, or once every 10-30 articles that they publish), so you have to manually go through each site you're interested in guest posting on and check their content for links to other sites like yours.
If you're going to guest post on a site that links out to sites similar to yours, or to affiliate sites / blogs in general with each post they make... or - worse - they link out to sites that are not even related to the topic of the host site,,, well, that's bad and you should probably stay away from guest posting on such site
technically, he doesn't need to be the owner (big sites that sell guest posts sometimes have editors - which are obviously not the owner - but which they handle the guest posting part). Now, whether or not the owner of those big sites is aware of this happening I can't say (although I'd assume they are aware of it, otherwise they'd probably fire the editors if they found out that the editors are making extra cash while at the same time compromising the site behind the owner's back
)Anyway, the point is that they don't have to be the owners, but most of the time they are the owners... at least when we talk about small sites...
