What you need to send spam via SMS ?

A GSM modem and some sims, of course that would be if you don't mind it being sent from any old number. If you want it to be sent from a custom sender ID, then it's a lot more work.

All I can say here is look for a 4G GSM and a non restricted sim card, also you'll need to contact the company regarding the GSM in advance so you know if it's capable of sending custom sender id (My team used ejointech in the past, no idea if they're still good).

Also just a note since it's a 4G GSM, using it for anything excessively blackhat is generally off the table since it can be tracked very easily.

for spam the best way is to get a prepaid simcard, and android phone and a sms remote manager platfrom

easy and you can replciate that on any country where you get a friend tht buy a simcard for you a loan you a android phone

i am doing that on several countries and is working and i dont need to worry about legal issues thanks to prepaid simcards that works for a month

You cant create a custom sender id with a gsm. a sim card must go in the gsm modem in order to conduct a sendout. secondly, whatever number is on the simcard will be the number the receiver sees.

Is it legal to do this ?

I disagree here, If OP only inserts the sim into the gsm and not an actual phone. The worst that can happen is they can ping a tower on where the text is sent..

It's a grey area as long as you aren't doing something scam or fraud related.

Of course, if it's for BH activities it will be caught though, I say this from experience.

You're spoiled for choice between the huge prices of Twilio and the hassle of having to use a SIM that's locked to your carrier.
Find the companies, contact them and negotiate the price based on the volume, you can get numbers much lower than those published.

Does a gsm modem act like a bunch of smartphones?

You can use twillio, idk if they still have that free 10$ free trial promotion but you can try.
