I have my old clickbank account, but at some point I stopped doing clickbank and moved to another network, then I found out that while I was gone (about 1.5 years) I had a negative balance in clickbank, they sent me emails about it for three months but I didn't check my email.
Now it says that the account is suspended and that I can restore it or create a new one. What should I do? Restore it or create a new one? And will I have to pay the debt? Or will they cancel debts after some time?
 
If it's having debt it's obvious they will ask to clear all dues. So you should make a new one

Either ways, it will be the same thing. If you restore the account, then the negative balance, they will recover it from commisions earned (they can increase withdrawal thresholds or they may ask you to upfront pay up that negative balance amount in order to start promoting offers again.
Create a new account : As per their written policy in their TOS, that they may withdraw funds from any other accounts you have with them at any point of time, to recover any negative balances in any of your account with them.
