What would you pay to rank small keywords?

Just want to get your guy's opinions on this. I'm building an authority site and I need my pages to start ranking. As of now I haven't done any seo to the site. It's got about 20-30 articles right now with each having anywhere between 100-2k searches each. I want to start ranking some of the keywords which are just a few hundred (<500 searches/month) but no longer have the tools to do it. How much would you guys pay to rank those, and if you guys could recommend me some services that would be great.

It depends on how much you think you can make. I have a site that gets 5 hits a day, but has $25000/year in sales. Sometimes the niches where nobody is competing are the easiest and most profitable.

Depending totally of the ROI you would be satisfied with.
If the ROI is long term I would never try this out.
