What would you guys do?

Tried to bring back a site since hiatus and this is what SERPs tell me. Was ranking in page 1 in google before I stopped updating it. This applies to all of the other keywords as well. They only got ranked in Yahoo and Bing. I found "suspicious" links using SEOprofiler. Do I disavow them?

I feel that the disavow tool is a bit of a smoke screen, but I use it all the same. I would make sure all the content is up to date, the site loads quick, and refresh the website with some good quality backlinks. Did you do good quality backlinking before?

Not really. Paid some bloke to do some 2.0s and only found out later that they were trash. Planning to do them myself now. Are good quality 2.0s from this guide enough for tier 1 and outsource the tier 2?
