I would buy 10 VPS servers from XSserver
Hire 10 Indians to add torrents to all torrent sites.
Hire another 10 Indians to create torrents and pass them to the uploaders.
Make them work 8 hours
1000$/daily

I would buy an established site from Flippa that makes $400-500 per month. It's always good to have steady and safe source of monthly income.
