manual submissions + scrapebox (is a good investment) + buy some permanent blog post from high pr blogs

What a stupid idea this is. This is like telling a failing restaurant that doesn't make money because it doesn't advertise....to go out and buy 10 more restaurants and not advertise on them too.

Keep your 1 domain/site, and spend the $100 on 20 fiverr gigs that will send lots of links/pagerank to 1 or 2 high traffic low competition high cpc pages on your site.

I think it all depends on your skills. With such a small budget your options are very limited.
