I have a friend hoping to build a charity site, and wants to accept online donations. What would be the best software to build this?

Just add a paypal donation button to the site. Paypal will generate the html for you.

guy has a merchant account so wants to do things that way, rather than paypal.

I would use PayPal for monetary transactions and WordPress to wrap everything up neatly and allow for easy content creation.
