If you have millions Instagram email list,
what is the best agency service for this email list?

Only a list of e-mails is not worth anything. If you have their names, locations, age, niche, interests etc., then it'll have huge value for e-mail marketing.
 
But still you can blast emails to them with marketing offers you will find many BST in social market place tie up with some OP. That is still worthy.

Hi, they are cold contacts anyway, the difficult thing is to transform them into contacts available to buy your products .... If you do not know how to monetize them you could sell the lists, or look for someone here in bhw for a percentage collaboration.
 
You should segment this leads by niche.
Then offer those leads a targeted niche freebie to make them double optin.
Finally, you can sell those leads as solo ads.

How to dog niche freebie ? Is there a sample?
 
Almost nobody reads email nowadays unless it is for business purposes. Unsolicited emails are totally ignored. But I guess there is always the 1% fools who would open it and perhaps click on your offer.

Is this something you've done?
i.e bought an email list... sent them a freebie, gotten them to sign up to your new email list and gotten 1000s of new subscribers?
