no its a pure keywords. no designated website yet for it

Ahrefs KW difficulty is a joke 
You need to do more manual research, then track data & stats of every website that are ranking for those keywords - then you'll have simple idea whether KWs are easy or not;
and if after this, KWs still look like an "El Dorado", then go all in with aged domain (buy established website in the niche or go for auction domain);
Add as much PAA as possible and write as much content as possible (outsourcing is the best way);
Wait for few weeks and start link building /
Rinse and repeat

On a serious note, I’m not sure what the point of this thread is. If you’re able to stumble upon such a keyword, surely you must be able to figure out if it’s worth pursuing or not?

Have you checked the websites that come on the first SERP. You will still need to dig deeper into those keywords to find variations that are less competitive
