These days I am researching about link building outsource, I find there are so many options, there are as cheap as $5, or expensive as 150$ per month,
What will you buy if you only run a small niche site with a keyword of 2000 searches per month?

I will make tier1 link building
and bomb this tier with GSA cheapest package

Good quality links in your niche will give a nice boost to your ranking. Guest posts will work out very well for low competition sites.

You can also add tier-2 links to jump higher in terms of rankings.

I'd buy scrapebox. Easy to find good high PR links with that. Scrapebox 2.0.

buy tier 1 and tier 2 links , profile links from authority site, wiki links.

If it's a small niche and there isn't much competition i wouldn't spend much, a few backlinks in the right place will do the job.

Small niche site or large site - whatever it maybe, Keep in mind that - If you want to build your website as a branded one - > then i recommend high quality guest post links on regular basis with tier 2 links as blog posting to get higher ranking - stable results.

or, if you just want to earn for instant / temporary from the website then try building links from web 2.0s, PBN, blog posts, etc..

Back2Form where do you suggest to find websites willing to allow you to guest post?

Except that PR doesn't matter anymore

You have a choice of a free backlink on one of 2 sites......

Site A - DA 40 PA 30 PR0

Site B - DA 40 PA 30 PR4

Lets pretend both sites are the same in every way except PR

Which do you choose

Remember, you get what you pay for so set your expectations according to what you are willing to spend.
Alternatively, there are a lot of useful threads here that can help you out. Invest on the tools that you will need and then do SEO on your own.

A lot of people on BHW that want to buy links use services from the marketplace.I won't post the link here but if you go check the market place you will find everything you need to start ranking a low competition keyword. There are a bunch of services that do everything for you Tier 1 and Tier 2 and even PBN posts.
I hope this helps and I'm sure more people will give you advice.
PS make sure your On-Page SEO done before starting Off-Page SEO.
Best of luck

Quality & quantity mixture is my favorite. I like to get diversity of links.
