example this is great highPR EDU/GOV profile gig, not that many profiles but you can blast those profiles as much as you like and all is good :) You will get handfull of awesome powerlinks.

And blast it with this aswell so you should have nice juice coming in, gigs with over 1k links are always bad, try to get a habit when it comes to linkbuilding... diverse is the key for long lasting rankings. :)

I would start with social bookmarks (not too much, 100-150 for a site without any backlinks). Thus the site will get some kind of basic backlinks.
A link pyramide/wheel is also a good idea. After you got some nice web 2.0 properties, you can blast a few big xrumer/scrapebox to them.
