My guess is that they're using some sort of cloaking system as I've noticed that these sometimes redirect you to offers (if it can make sure that you're not a robot).

As @timothywcrane wrote, it's just using jQuery and Bootstrap (default theme even, if I'm not wrong).
This doesn't matter though as I think the site isn't intended for regular users, but for search engines.
