Theres no builder its custom coded using different languages. Frontend is html + css and probably js. Backend can be any popular ones are asp.net core, php,ruby on rails etc.

Okay. I will try finding someone who can do that for me. My coding knowledge is zero.
 
Elementor astra best option but for options the oxygen builder is also a good one
