Hello, I was told this was made in photoshop but i'm not sure. I just want to be able to make ads like this and embed slideshows and videos on the ad.
Anyone have experience or know what app I can use to create one like it?

Any editor with a compositing tool will do that. I use Resolve and that image is a mask with transparent circles with video on the background. Not hard to do.

This is classical Adobe After Effects look, but it's too overcrowded. Maybe aim for something simple and less overwhelming, but AE would still be a way to go.
