Brand, url, generic, phrase match, exact match, and other relevant anchor text. Just combine them. Exact match anchor text percentage should be at it's lowest in your first tier but it can go much higher in other tiers.
Brand, domain and raw URL's are the safest bet for tier 1. The only time I ever use a keyword as an anchor when it comes to tier 1 links is it comes from my own PBN - Even then, my backlink profiles only consists of around 2-3% keyword anchors.
For your second tier you can be more keyword anchor friendly. I'd go for 40% keyword anchors, 40% raw URL and 20% generic.
At first: I want to say you that: it depends upon you.
Your Primary KWs must be the TIER1 Anchor Text;
and your secondary KWs must be the TIER2 & TIER3 Anchor Text.
