What Triggers BOV on google ads?

Does anyone know what triggers BOV? It seems to happen more when when I go through agency or credit line accounts vs. personal.

Yeah it's quite common. Agency accounts are checked more often than normal accounts as the rules are stricter
 
main triggers are search ads , google is very sensitive to search ads especially when it comes to grey niches and very competitive niches.
many agency profiles are flagged due to shady things they run on profiles.
keep it clean and warm it up for at least a week.

It has to do with the billing method you use trigger the security measure. It can be because the location where you try to paid from is not matching the history of the payment. You will be better to use a personal account to use same method for payment and be consistent with location
