What tools would you use for this...

I want a list of sites and email addresses to sites in my town, without https.

What do you think the best way to accomplish this is?

Local scraper or Scrapebox and a spreadsheet for removing the WWW or HTTP. (some proxies as well probably)

If your town has a website that lists local sites, then you do not even need a tool to scrape those sites.
Otherwise, the domain registry does not contain any related information that could be based on your town - if it is registered by someone in your town, it does not mean that the website is focused on your town.
You'll need a foot print on these sites - something like the name of your town, and from the foot print, you can start scraping using scrapebox.
Or unless if there's a googlemap scraper, then you can also use that as well.
