They might be using different tools like Moz for DA and Majestic for TF. Each tool has its own metrics, so variations are common. If Majestic's TF aligns with what you're looking for, you can consider relying on that metric for backlink quality assessment.

Higher DA, DR but low in traffic and keywords rank. Is weak website/link.
High DA/DR RD(referring domains), with bunch of keywords ranked, higher traffic, that is strong link

Based on my knowledge, AHREF for DR and MOZ for DA both are good tools to get score
