I am been searching for about 30 min and I cant seem to find the post that had the website the creators used to make this video:

Its a time series video where the names change over years.

Any help would be great!

You can easily do that with some SVG charts and JavaScript (google apexcharts), then capture each image and collate them to make a movie.
