what tool can I use to generate keyword phrases?

I am searching for a tool that can generate keyword phrases from a given set of words using the same syntax as used by many article rewriters for example

SEO {consultant|consultancy|expert} {in|near} {Chicago|Boston|New York}

So it should generate all the combination of phrases and write it to a single file ?

Dont Know Bout a Tool To do this but i always start off with the basic keyword and scroll down to the bottom and go after what they got there. Best keywords ive found anyways is from doing this.

Usually I use a simple excel file but crewriter will save some time. thanks
