What tool can do this??

I have a site with photos that most people would want to download. Is there a way to make them complete an offer in order to download that photo/video? I have lots of photos and would hate to have to manually apply code to each photo, so I was wondeing if there was a plugin or script that can do that.

How easy is it to use? I don't wanna drop $97 and it be difficult to use. I want to make every image on my site viewable but to download you must complete a cpa offer. How difficult is this to do?
