What to use to run Twitter accounts?

I'd like something web based if possible to run my Twitter accounts from. What is out there that I can use? Are the web based solutions better than software? I don't like the idea of using software on my computer to do it, but I will if needed.

i think i read something about tweetpi or some name like that but there are some web based ones on the forum
