Build your links slowly, and only quality backlinks. I suggest you make a few Tier 1 backlinks to your site using hubs like Squidoo and Hubpages, then build links to those pages as your tier 2. Its safer to build links to your first tier to prevent any google penalties.

Yes absolutely, the key though is to not overdue it and trigger a Google Pimp slap. Build like 10 links a day and mix up the anchor text as much as possible.
