Meta always charges the primary payment method first. Adding funds doesn’t switch your account to prepaid automatically. To make Meta use the funds, you need to change your billing method to “prepaid balance.” If that option isn’t available, the account is stuck on postpaid, so the card will always be charged. In that case, support is the only way to switch it

If you want Meta to deduct from the pre-deposited amount:
1. Go to Payment settings
2. Find Available funds => Add funds (if your account supports it)
3. According to the official instructions, Meta will prioritize using ad credits/available funds first and then calculate to the payment method with automatic billing enabled
