What to do with a PR5 site? (and why it's PR5?)

    I have two questions:

    1. I have semi-admin access to a PR5 site (sorry, I can't provide the address), i.e. I can create files and folders in top level directory. I can't edit the index.html or add links there. If I create a site (http://example.com/mysite.html) which will be not linked from the main then will it get any PR? How strong a ******** link from that site would be? Will building a whole structure under this domain provide me some linking power?

    2. I wonder about this site. It's PR5, has absolutely no content on it (just a little flash with static text) and has only 7 backlinks from PR0 sites and it hasn't changed for 2 years. And yet, somehow it's PR5. How could this happen? The only thing that comes to my mind is that the domain name is a single english word, but I don't think it's enough.
    There are several others sites hosted on this IP (and a lot of domains, but all PR0).
