Since it is a scraped list you will have to clean them and check for spam traps.. That is not cheap then according to the niche you can email them your offers

It's an US email list of health insurance customers and people using healthcare.

I think you need to think a product or services that maybe sold to these kind of people and find the product or service provider while getting some affiliate fees.

You have to create a FB ad account and upload the list to see who uses the same email address with their FB account and you can target them with your offers..

1. Find a product on Clickbank highly relevant to what your list is interested in.
2. Start a simple blog or post a YouTube video reviewing the product and how awesome it is an why people need to have it.
3. Place links to the product naturally within the article/video description.
4. Use a tool like MailChimp to mass email your list saying something like "Hey, check out this cutting edge new product that you could really use.." something like that. Make it click baity. Really drive home the fact that you're main intentions are to provide value though - NOT to sell something.
5. Hope for the best.

Haviing bulk email is not the issue. Spam filters will not even let you send message to people not on your list. You might want to use email verifer apps to clean the email for valid and none valid. You also need to know the niche of the emails and see what you'd be able to send to them as offer. The best way to know is where you got the emails from. They should tell you how the emails came about. from what website and what are these people looking for.I hope this help. Someone suggested facebook. Nice . You can send them an optin form based on what they email list niche is. This is not sell .Just to verify this people belong to this niche.
Mailchimp as issues with spam. Some who did not opt in to your email list. It will be dead difficult to get a product through to them. You never can tell until you test
