    Each case is a different case. If penalized due to bad links, then you're probably not gonna get it back(with a few exceptions, if you're able to really clean it up and it takes some work).

    Due to bad contents: unless you truly messed up, your penalty is probably automatic due to algorith, it's recoverable.

    Find out the reason why it was suspended and then rework on that. If your project or site is small then make a brand new site.

    What you do is start publishing high quality articles on your website and build backlinks manually.

    If this happens to me You can give Google a call 1-866-246-6453. They are open 9-8 ET. You will need to give them your client number (CID) and then push 2 for ad reviews. Sometimes it is something major and sometimes it is just a small violation. You can't really tell until you talk to them. Every industry has different regulations. Google probably sees a violation under one of the rules.
