What to do about customers who request refund well before delivery time frame?

So here's another issue that happens once in a while (not often).
A customer doesn't get his item in 4 weeks or less and says they want a refund,
but international air mail (economy/standard/regular whatever you call it where you are from)
does take between 2-8 weeks depending on your country and customs. Most of my international
air mail arrives between the 3-6 week time frame which is normal for regular air mail.

Is this another loophole in ebay's system? If there is no full-tracking, can a buyer simply demand
a refund well before it actually arrives, get his money back and then get the product a couple weeks later
when it arrives on week 6 or 7?

I'd never want to do that intentionally to honest sellers myself, but if this is actually ok to ebay, then couldn't one just order stuff off ebay, then say I never got the product after 4 weeks and get your money back, then receive the item a couple weeks later?
 
IIRC buyers can't file a no delivery claim until after estimated delivery window.
