Basically I paid %50 upfront for work not delivered.
Its been 2 months and I have gotten the usual run around.
Paypal wont issue refund for non physical product or services.
I told him I would settle for 50% of the upfront back and he declined, saying he put to much time and work into the project.
Anyone been in this situation before? And what worked? Im hoping my Card company will issue refund when I dispute.
Value $200 not much money but its something.
