not sure, but it probably means that - since your average position is 4-5 - the sites ranked above you are more interesting to people, so they click on those sites more than on your site. Which means you gotta catch their attention better than the sites ranking above you.
If it had been a penalty, the average position would have plummeted, right?

I think it might be because the keyword results in positions 1,2 are informative enough and make readers not want to look for results 3,4,5 anymore. Similar to lottery sites, the results are the same on all sites, so users often access the first page they find and ignore the rest.
But why the traffic was high in the past? The website is the same..

Maybe your new or old competitors wrote better content or managed to increase the average dwell time and as a result Google decided to gradually reduce your search visibility? I personally think this is what happened. There are a lot of other factors involved for sure.

You're obviously getting less clicks despite stable position because the specific pages/posts getting the links have lost their position and newer ones have appreciated but not to the level where they would get more clicks. Or, the result page has slightly changed such that no one is getting more clicks. Maybe Google has introduced AI features or other search features that keep more users on the search result page or they get the information they seek.
To find out what exactly is going on with your site, look through the past weeks/months, find out the pages that were attracting clicks and the keywords that drove those clicks. Compare their position on the result page then vs now. If their positions have largely remained the same, then Google has made some changes to the result page that's now negatively affecting you and everyone else on ranking for the keywords.

because it's possible that your competition have improved their meta tags (or maybe google have rewritten their meta tags for better CTR), which has left your site uninteresting). SEO is an ongoing process in a dog eat dog environment. If you stagnate even for 1 day 10 other people will happily do what's needed to take your spot, so you gotta keep fighting or find something better to do with your time

You need better content to get the attention of your traffic. Your rank in google, however, hasn't changed.

It might be due to the lack of information, your competitor may have updated data, or due to Google updates. If it is not recovered after some time, you need to update the existing articles, optimize the content for relevant keywords, and build backlinks from reputed websites.

If your position is stable but clicks are dropping, it could be due to lower click through rates. Check Google Search Console to analyze CTR and impressions.
Your competitors might be getting clicks if their meta titles or descriptions are more attractive.
