What this mean?

    We have credited all associated fees except for the final value fee for your listing(s).

    My listing got removed and said that. They basically refunded the person I think. Is ebay seriously want me to pay the final value fee when they refunded my item that I sold to the buyer? There is no way that I am going to pay that if they are serious.

    Yes, if you violated their policies. For example, if there is a bid for an auction and you cancel because can't ship the merchandise you owe eBay the final value fee.

    If you can't take a hit once in a while for whatever it was you were doing to violate eBay policy, you shouldn't be doing it.
