What this mean?

I have hosted my website on DigitalOcean.
There are two types of files in the WordPress folder.

Owner/Group: root root
Owner/Group: www-data:www-data

By default, almost all file have "www-data:www-data" owner but when I upload anything through FileZilla it gets "Root:Root"
What actually it means and what it should be?

It means that the owner of the files is www-data:www-data which is the web server, typically Nginx in your case.
After uploading from filezilla, if the file ownership is becoming root:root , then it means you're uploading from root account which is a No No in System administration.

Hey, thanks for replying.
It's Apache server. Then should I change file owner to web server?

Just make it www-data:root and it should work fine.

E.g.

sudo chown -R www-data:root /var/www/yoursitefolder
