It's a customised theme, WP theme detector sites cannot identify the exact theme unfortunately.

Search for "theme detector" in Google. There are quite a few of them.

Cntrl U will show you the code, Using Ctrl F search for theme and the name may be mentioned in the code.

You can use free themes like OceanWP for blog and use plugin for Homepage. I don't remember plugin name, I was from "Astra" to create homepage.

That theme looks no that good but ok.
With Elementor plugin. page builder, you can pretty much build the same if you want, even with a free version.
