Any theme which meets your personal criteria. The only thing I would suggest is to check its compatibility with PHP 8.xx. Don't just read that the author claims. Check it by yourself with PHP debug mode enabled.
 
Get a light theme, like Astra, Blocksy, Neve, Kadence, GeneratePress.
 
The Astra WordPress themes have always been cutting edge.

Yes, You may use export options to export all the content on your blog/page and change the theme. If you found your blog missing with content just restore the exported files back.

Just start with wordpress basic theme (available for free on wordpress) and put up your contents. we may change the theme anytime you wish. But if you wish to start with premium themes, try to have good speed with attractive layout.
 
For beginners, use Generatepress. It is a really good theme.
